The top 10 GLs which submitted updates in 2003 (AL SC LA TX VA NY PA CA DC FL) reported a combined loss of 24% or 4.4% p.a. This compares with an apparent loss of 16% or 2.8% p.a., if one fails to note the non-updates. Applying the (best estimate) loss of 24% to the overall total, we obtain:
